The P4 Army is something of a "special pack" run by Jiggsaw. It is a quite essential part to the basic plot of the board because it's a little more than a "pack"--it's an army, set against the scientists who have caused the members harm, and it is not by any means limited to wolves. I believe it is mainly open to genetically-altered creatures (hellhounds as some call them) because it is created with the idea of revenge against them, but I'm sure normal wolves could join. They don't really have a reason to though because the humans never really did anything to them, unless they just want to chomp on them.
The way you get in is simply engaging your characters in the RP thread, "Painful Howl: P4 Recruitment Thread" in the P4 Jungle. Jiggsaw will RP with you your entrance and place you accordingly.

Yes, the hellhounds and timberwolves strongly disagree with each other. In fact, they're currently fighting over a section of territory between the jungle and the river. However, Jig and the dire wolves are on relatively good terms... or, they were on relatively good terms. Faust might've screwed that up a bit. ;3

Faust MIGHT have screwed stuff up. But yes, wolves and dogs aren't That welcome into the army because most aren't as strong as hellions.
