Not quite sure, it'd probuably be frowned upon unless they had like radioactivity or had a bund of lights or something like that in their skin. XD

I agree with Sadae, I think if theres a good reason as to why it glows then its ok. but I'm not a mod so don't take my word for it.

If you can come up with a 'method' in which the scientists who engineered the hound have come up with artificial bioluminescence or something, then by all means your hound can be glowy. Glowyness DOES occur naturally, but not naturally in canines, so there should be some way--a chemical mix, maybe, etc. etc--that the scientists have put that into your canine. That, or they could do it the old-fashioned way and encase lightbulbs powered by natural living energy into your hound. I believe River has night vision lights in his eyes, for example.
This forum is designed to be convincing, of course, the advances in technology that we've assigned have enabled us to expand our horizons and give us creative licence.
